Pravin Rathod, Congress candiate from Bhavnagar, Gujarat, says the attempt would be to ensure opening up of Government colleges in the area. Electricity is the most expensive in the state, Rathod says, and adds that efforts would be made even in the Parliament to reduce the rates.
